What You Should Know

All merchandise entering and exiting the United States must clear customs and is subject to a customs duty, unless specifically exempted by law. 

Customs clearance involves a number of steps:

  • entry
  • inspection
  • appraisement
  • classification
  • liquidation

You’ll find general information on importing and exporting goods at the U.S. Bureau of Customs and Border Protection website, including forms.

Importing/Duty Free Entry

Temporary importing often avoids the payment of duties and taxes, but requires an ATA Carnet. You’ll find more information at the International Trade Administration Resource page.


The University’s Export Controls website addresses many issues related to export controls. 

You’ll find information about filling out the Shipper's Export Declaration form at the Census Department’s foreign trade site.

According to the U.S. Department of Commerce, shipping brokers usually require an ECCN, Export Control Classification Number. The Bureau of Industry and Security has instructions and forms online.
